Two Harbors council approves package of permits, contracts and budget items; gas rate increase goes into effect July 1

The Two Harbors City Council adopted a number of routine and new-business measures at its June 22 meeting, approving permits, contracts and budget items that the city says will support ongoing public-works and public-safety work.
The council unanimously approved a proposal with engineering firm Bolton & Menk to provide communications services for the Highway 61 reconstruction project in the amount of $35,969. The motion was made by Councilor Glaser and Councilor Conner and carried on a roll-call vote.
Councilors also approved an increase to the city’s 2026 gas rates, to take effect July 1, 2026. The motion (filed in the minutes as RESOLUTION NO. 06-205-26) passed by a unanimous yea vote. The minutes do not specify the dollar amount or percentage of the rate change.
The council unanimously authorized an application for funding from the IRRR Public Works Grant Program to support a secure storage and training facility for the Two Harbors Police Department (RESOLUTION NO. 06-206-26).
Councilors voted to withdraw a Friends of the Dog Park request to conduct an appraisal on city parcel No. 23-7600-06600; the withdrawal was approved unanimously.
A change order submitted by Gulbranson Excavating (RESOLUTION NO. 06-207-26) was accepted after the contractor encountered ledge rock that required an increase in the bid unit price from $26 per foot to $40 per foot; the change order carried unanimously on roll call.
On the consent agenda, the council approved a series of routine items, including minutes from June 3, June 8 and June 15; RESOLUTION NO. 06-194-26 allowing claims against the city to be paid June 23, 2026; payroll for the first half of June; multiple special-event permits and licensing actions; and Pay App #30 to Lake County for the 2024–2025 street improvement project for $333,799.74. The council also accepted a $100 donation to the police department and approved a lawful gambling exempt permit for Crush ALS Inc.
All votes noted above are recorded in the meeting minutes as roll-call approvals; individual member votes are recorded where the minutes list them explicitly. The minutes do not provide additional detail on the gas-rate increase level or the city’s projected fiscal impact.
