Public hearing held, first reading scheduled for proposed concrete mixing plant CUP

Mayor Mike Todd opened and closed a public hearing at 6:40 p.m. on Nov. 10 for an application by Big O's Equipment Rental and Sales seeking a conditional use permit to operate a small-batch concrete mixing and trailer-loading operation.
Community Development Director Patrick Martin told the board staff recommends approval with conditions including a three-year permit term, screening from adjacent properties, containment structures to address cleaning and material controls, and a requirement to execute a minor plat to consolidate two parcels. Mayor Todd noted an initial concern about cleanup; Martin said containment structures address that concern. Alderman Rick Knox noted Planning and Zoning approval. The mayor opened the floor to public comment and no citizens spoke.
Following the hearing, City Clerk Jamie Logan read Bill B25-16 for the first reading by title only. Alderman Jim Myers moved to approve the first reading and bring B25-16 back for a second reading at the next regular meeting; Alderman Ryan Skinner seconded and the motion passed 5-0.
Next steps: Staff will draft the ordinance language for a second reading and any listed conditions would be incorporated in permitting or approval documents; the minutes show the item will return for a second reading at the next regular meeting.
