City staff presented a proposed 2026 capital program on Oct. 14 that lists Front Street improvements, a new water tower and trail construction projects as priorities. Community Development and Parks leadership noted Eagles Parkway and Buckner Tarsney trail work is identified as an 80/20 grant project and that several trail bids are pending; staff summarized each capital line item for board feedback.
Parks and Recreation Director Shannon Davies told the board the Butterfly Trail ponds are significantly shallower (about 4–5 feet) and that bids to dredge and restore the ponds ranged roughly from $240,000 to nearly $500,000. Staff suggested American Rescue Plan Act (ARPA) park‑related funds as a potential source because those ARPA funds must be expended by Dec. 31, 2026. Murphy said dredging will take time (about six months to dry dredged material) and would cause short‑term disruption to park use but may open other recreational and grant opportunities.
Other capital items discussed included a proposed downtown parking‑lot improvement (staff applied for a grant of up to $100,000), possible community garden development, and a list of smaller facility projects that staff recommended for reserve‑fund financing if the board approved. Mr. Davies said phased work could stretch ARPA dollars, for example covering roughly a third of the Dillingham project if done in phases. The board did not take formal action on capital appropriations at the workshop and asked staff to refine cost estimates ahead of the November meeting.
