The Commission of the Unified Government of Cusseta‑Chattahoochee County unanimously approved a home‑rule ordinance at its Nov. 12 meeting to amend the county charter and create a Board of Elections and Registration.
Commissioner Jason Frost moved to adopt the second reading of the ordinance; Commissioner Gerald Douglas seconded and the vote was unanimous. The ordinance, included in the meeting attachments as "Ordinance No. 2024" with an implementing EXHIBIT A, establishes a three‑member board responsible for elections administration and voter registration in the county and sets staggered initial terms and appointment procedures.
County Manager Thomas Weaver and county staff discussed next steps during the Nov. 25 work session, including appointing initial board members and selecting or hiring an elections supervisor. The ordinance and meeting attachments indicate the county must have Board of Elections arrangements in place for Jan. 1 per state law language cited in the ordinance text.
In other business the commission unanimously approved several routine items: granting the Chattahoochee County Board of Education use of Old City Hall for district operations (a lease attachment in the minutes lists a $3,600 annual base‑rent figure described as payment for utilities), authorizing purchase of a truck for the county's Emergency Management Agency (EMA) and reappointing Mattye Kinney and Gene Burgamy to the Industrial Development Authority with terms to June 30, 2029.
Cemetery bylaws were tabled to the commission's Dec. 3 meeting so the county attorney can meet with the cemetery committee and update the ordinance. The minutes show that the motion to table was recorded as unanimous; the record lists the same commissioner as both mover and seconder, which appears to be a clerical error in the minutes.
The commission also entered executive session at 10:46 a.m. for legal matters and reconvened at 11:30 a.m., with Chairman Charles Coffey stating that the subjects discussed fell within legal exceptions to open‑meetings law and that no votes were taken in executive session.
What to watch: The county will need to appoint or confirm members of the newly created Board of Elections and either hire or designate an elections supervisor before Jan. 1; the Dec. 3 meeting should also show progress on the cemetery bylaws and any follow‑up from the executive session if permitted by law to be reported publicly.
