Grain Valley aldermen approve vehicle upfitting contract, purchasing policy update and several ordinances

At its Nov. 24 meeting, the Grain Valley Board of Aldermen unanimously approved several routine but consequential items, including a vehicle upfitting agreement and an update to the city’s purchasing policy, and approved three ordinances by 5-0 votes.
Resolution No. R25-52 authorizes the City Administrator to execute an agreement with Microman Industries LLC for one set of equipment and upfitting costs for a new Ford Explorer. Alderman Rick Knox moved approval; Alderman Kyle Sole seconded, and the voice vote was 5-0.
Resolution No. R25-53 updates the city’s purchasing policy to reflect current costs. Staff said the threshold triggering a purchase order would move from $500 to $2,000 in common examples such as vehicle maintenance; Deputy City Administrator Theresa Osenbaugh noted administrative examples including signature requirements for vendors such as DJs. Alderman Kyle Sole moved the resolution; Alderman Rick Knox seconded and the measure passed 5-0.
On ordinances, the board approved second readings and enactment of Bill B25-16 (a conditional use permit for a concrete mixing plant) as Ordinance No. 2477 and Bill B25-17 (calling a municipal election for April 7, 2026) as Ordinance No. 2478. Board members asked staff about potential dust impacts and were told the proposed plant would be self-contained. The board also completed the second reading and adopted Bill B25-18, amending Chapter 225 (nuisances) to add graffiti language; members discussed fence-ownership and abatement complexities related to enforcement and legal limitations on what can be codified.
Alderman Brian Bray moved and Alderman Kyle Sole seconded the first reading of Bill B25-19, the 2026 fiscal year budget and comprehensive fee schedule. Staff noted changes summarized in the meeting packet; the ordinance will return for a second reading at the next regular meeting.
The board also voted 5-0 to cancel the Dec. 22, 2025 Board of Aldermen meeting. The meeting was adjourned at 7:11 p.m.
