Long Beach Island board approves asbestos abatement contract, adopts safety plan and approves fiscal and personnel items

The Long Beach Island Consolidated School District Board of Education on Nov. 19 in Surf City voted to approve multiple facility, financial and personnel items, including a $13,600 contract to remove asbestos at Ethel A. Jacobsen School and adoption of the district'024'025 Safety and Security Plan.
Board President Colette Southwick opened the meeting at 6:30 p.m. and read the board nnouncement that "adequate and electronic notice of this meeting was provided in accordance with the Open Public Meetings Act," before the board proceeded through its agenda.
The board voted 7–1 to award an asbestos abatement and disposal contract to Bristol Environmental, Inc. in the amount of $13,600 for work at the Ethel A. Jacobsen School; board member Mr. Schragger cast the lone dissenting vote. The motion was presented as part of the building/grounds agenda and was discussed during the committee report noting outstanding facility bids and capital reserve considerations.
The board also adopted the district'024'025 Safety and Security Plan by unanimous roll call (8–0). School Business Administrator Meghan Lee certified that the October financial reports and the Statement of Cash Balances reconciled with the Board Secretary's reports and that no budget line-items were overexpended under N.J.A.C. 6A:23-2.11(b).
The November bills list, totaling $340,187.22, passed on a 7–1 roll call vote with Mr. Schragger voting no. The meeting packet noted that the district's auditors, Holman Frenia Allison, P.C., issued the 2023–24 Comprehensive Annual Financial Report with no findings; the board will accept the CAFR formally at the December meeting.
On personnel matters the board approved stipend positions and a slate of substitute personnel for the 2024–25 year and approved a Stockton University student-teaching placement for Sophia Dalia in sixth grade (Jan. 2–May 9, 2025). The board accepted a letter of intent to retire from Kathy Sheplin, the Superintendent's Secretary, effective March 1, 2025; minutes note she has been employed in the district since 1994.
The board also received the Student Safety Data System (SSDS) Period 2 report and approved it. The SSDS entry recorded one HIB (harassment, intimidation or bullying) confirmed and one other incident that led to removal; separately the motion to accept the HIB report as presented in Executive Session was recorded in the minutes (see provenance). Lastly, the board revised the 2024–25 calendar to make Friday, Dec. 20, 2024 an early dismissal day.
The meeting ended with routine announcements about upcoming community events and a resolution scheduling the board ecember 10 meeting to open in Executive Session at 6:00 p.m. The board adjourned at 7:41 p.m.
