Pre-construction set for July 9 as Lock Haven readies well-field transmission and wastewater UV upgrades

A city project to install a raw-water transmission main serving the municipal well field is moving to construction after council received a progress update July 6.
Staff outlined the program is divided into three contracts (raw-water transmission main, general mechanical, electric) and said a PennDOT-involved pre-construction conference is scheduled for July 9. Notice to proceed for contractors will be issued at that meeting, and staff expects pipe-laying to begin roughly two to three weeks after notice, with staged submittals already under review. The timeline projects construction completion in October 2027.
Related wastewater work includes UV-disinfection channel replacement and influent-screen upgrades; the project scope calls for three UV channels (two duty, one standby), two influent screens and chemical/mechanical cleaning systems designed to reduce maintenance. Pennvest loan settlement for that project is scheduled for August 31, with an anticipated installation in spring 2027.
Staff said some long-lead items (PRV station components) remain on the procurement critical path; city-owned 12- and 16-inch HDPE pipe purchased for an emergency drought installation is staged and will be used. Council acknowledged project cost and the need for clear communication on timing and payments as work proceeds.
