Council accepts low bids on two infrastructure projects; Lake Lilly approval contingent on state budget amendment

Lake Lilly: Staff said the Lake Lilly project is fully grant‑funded in its current form with total program funds shown at $841,737, but Courtney Construction submitted the low bid at $1,000,001 — roughly $200,000 above the grant amount. The administering entity applied to the state to request a budget amendment to increase funding to cover the bid. The council moved to accept Courtney Construction’s bid for Lake Lilly contingent on state approval of the grant budget amendment.
Bulldog Project: Bids for the Bulldog Project (extending water and sewer to the West Overpass) also came in from Courtney Construction with a base bid of $955,008.81, which staff said was substantially below the $1,364,000 estimate. Staff said ARPA/Rescue Act funds would be used as the match, and council approved Courtney Construction’s base bid so the contractor can proceed with ordering supplies and beginning the project within required start timelines.
Council members discussed grant deadlines, Rescue Act money spend requirements, and how lower bid results may free up federal rescue funds to allocate to other infrastructure needs. Staff said they will return with documentation about funding allocations and timelines as projects move to contract.
