Two Harbors council picks Highway 61 utilities option, approves large change orders and AMI meter project

On a motion by Councilor Erickson, seconded by Councilor Redden, the council adopted Resolution No. 05-244-25 to select the Highway 61 utilities-extension option tied to MnDOT’s reconstruction project; the motion passed by a unanimous yea vote of all members present on roll call. Councilors said choosing this option preserves a route to extend water, sewer and other utilities to the west end of the city as future development or service needs arise.
The council also approved the Advanced Metering Infrastructure (AMI) metering switch-over project as recommended by the Utilities Committee. That item appeared on the consent agenda and was approved in the same motion that passed multiple consent items.
Also approved via the consent agenda were two contract change orders tied to water and wastewater facility work: Change Order 1 for the Water Treatment Plant project increases the contract by $211,441.33 and adds 287 days to allow completion; Change Order 2 for the Wastewater Treatment Project increases the contract by $432,303.40 and extends the contract by 91 calendar days. Those change orders were presented as recommendations from the Utilities Committee and were adopted as part of the council’s consent motion.
Council President Hefter noted the Utilities Committee reviewed the change orders and the AMI timeline before recommending council approval. The approved contract increases and schedule extensions are intended to allow the contractor to complete work; the transcript does not record further detail on cost allocation or whether contingency funds will cover the increases.
Next steps: the resolutions and change orders were adopted at the May 27 meeting and will be implemented through existing contract administration and the city’s project-management processes.
