Lopatcong Board approves $1.02 million in bills, large Phillipsburg tuition listing and $223,020 transportation contract

The Lopatcong Township Board of Education on Sept. 18 approved a bills list totaling $1,021,086.21 and a series of finance resolutions covering tuition contracts, federal grant acceptance and district transportation contracts.
Board President David Schaible called the meeting to order and, upon recommendation of Superintendent Israel Marmolejos, the board approved R-027-26 authorizing payment of bills for Aug. 19–Sept. 10, 2025. The district’s fund totals on the bills list were: Fund 10 (General) $3,909.54; Fund 11 $627,537.62; Fund 20 (Special Revenue) $90,660.87; Fund 12 $287,978.53; Fund 60 (Food Service) $10,999.65, yielding a grand total of $1,021,086.21.
Why it matters: the vote clears routine operating payments and allows the business office to proceed with scheduled disbursements; trustees also certified monthly financial reports and approved line-item transfers and journal entries, measures that keep the district’s accounting in compliance with N.J. administrative code.
The board also approved multiple tuition contracts under R-033-26, including several individual Phillipsburg High School placements and an aggregated line listing 370 Phillipsburg HS students with an associated total of $6,712,770.50 (the minutes record the aggregate as "TBD" for some administrative details). All listed finance resolutions were moved in grouped roll calls and carried by recorded vote. Acting Board Secretary Tiffany Menegus recorded 'Yes' votes from David Schaible, Pamela Thomas, Breanne Sweeney, Ernest Gallant, Julia Jones-Jasper and Megan Flynn; Alayne Torretta, Latiesha Carter and Judy Liptak were recorded absent.
Next steps: the approvals allow the district to issue payments, finalize transportation contracting for the year and proceed with grant-funded programming; some line-item details for large tuition aggregates were recorded as pending administrative follow-up in the minutes.
