Planning commission recommends special‑use approval for adult day services at 565 Lakeview Parkway

The Vernon Hills Planning & Zoning Commission on July 8 recommended approval of a special use for A1 Senior Care LLC to operate an adult day services center at 565 Lakeview Parkway, Suite 130, subject to a zoning code amendment and required agency licenses.

Staff opened the public hearing on case 2026‑11 and clarified a clerical error on the agenda: the proposed use is in the BP district, not B1, and any approval would be conditioned on adoption of the separate zoning text amendment that creates “adult day services” as a defined special use. Petitioners Sid Patel and Devendra Patel and executive director Brijesh Kumar Patel described the operation and answered questions about staffing, transportation and oversight.

Brijesh Kumar Patel, executive director of A1 Senior Care, said the program will be ‘‘a Medicaid funded program’’ and explained the eligibility assessment process by county case‑management units and registered nurses. Sid Patel said the center will operate daytime hours only with ‘‘no overnight stays’’ and that the operator would maintain ‘‘a ratio of 1 staff member per every 7 seniors.’’ The petitioners told the commission the facility’s capacity would be about 45–50 clients and that transportation will be provided in company vans or minivans in staggered pickups to limit traffic impacts.

Petitioners also described licensing and inspections: initial Department of Aging audits, quarterly health‑department inspections, and an annual state fire marshal review tied to the Department of Aging licensing process. Brijesh Kumar Patel said the operator’s statewide portfolio has fewer than five emergency calls per year across facilities, and that Department of Aging reimbursement currently sets the program rate at $16.84 per hour (transportation one‑way $12.44, round trip $24.88).

Staff noted that public notice requirements were met and that no public comments were received in advance. The commission found the special‑use standards satisfied and approved the recommendation with two explicit conditions: (1) the zoning text amendment establishing the adult day services use must be approved by the village (a separate village action) and (2) the operator must obtain required outside licenses from entities such as the Illinois Department of Aging and the Lake County Health Department before issuance of a full certificate of occupancy. Chair Pro Tem Heidner made the motion to recommend approval; Commissioner Fluno seconded. The motion carried on a unanimous voice vote.

The item will be packaged for village board review on July 28. The commission’s recommendation does not itself grant operational licenses; those remain subject to state and county review.
