Town pursues resilience grants, hires RK&K for living-shoreline design and keeps ARPA as potential match

Town staff updated the board Jan. 6 on several resilience and infrastructure planning efforts that would require engineering work and, if successful, local matching funds.
Clerk April S. Alligood reported the town is working with Rivers and Associates to scope a Professional Engineering Report (PER) for Closing America’s Wastewater Access Gap (CAWAG) with monthly project check-ins. For the Resilient Coastal Communities Program, the board selected RK&K to provide engineering and design services for Phase 3 (a proposed living shoreline); staff is scheduling a kick-off meeting for the week of Jan. 27. The town also submitted a letter of interest for a Building Resilient Infrastructure in Communities (BRIC) stormwater action plan; if invited to apply, the BRIC application window is expected to open around Jan. 10 with a Feb. 7 deadline. Clerk Alligood said BRIC would require a 25% local match — roughly $98,500 if awarded — and recommended holding the town’s remaining American Rescue Plan Act (ARPA) funds to meet any match requirement.
The board also received an update that the Mid East Commission has been working on a multi-book ordinance review (Books 1–3) and anticipates completing the package for local review later in January.
The board did not take final action on any grant applications at the meeting; staff will return with application materials and any formal match requests if invitations to apply are received.
