River Ridge CDD approves goals and performance measures to comply with HB7013

District management and counsel briefed the River Ridge Board on a new state requirement (HB7013) that mandates special districts establish annual goals, develop performance measures and report results. Tony Pires (District Counsel), Mrs. Cleo Adams (District Manager) and Chuck Adams (District Management) outlined proposed categories for Fiscal Year 2025: Community Communication and Engagement; Infrastructure and Facilities Maintenance; and Financial Transparency and Accountability.
The Board approved the Goals and Objectives and the Performance Measures/Standards & Annual Reporting Form on a motion by Mr. Blumenthal, seconded by Mr. Twombly. Staff noted the initial report is due Dec. 1, 2025 and must be posted on the CDD website; the reporting task was added to the Key Activity Dates list.
The action initiates statutorily required disclosure and measurement steps that staff will implement over the 2024–25 fiscal year.
