Seymour council waives sewer-fee readings, approves PUD preliminary plat and developer agreements after closed-session TIF talks

Seymour’s Common Council on March 10 approved a series of routine and development-related items, including action on a sewer user-fee ordinance, a preliminary plat for a new planned unit development and authorization for the city administrator to sign developer agreements after closed-session consideration of tax-increment financing (TIF) assistance applications.
Mayor Greuel presided as Alderpersons Tetzlaff, Krull, Schaumberg, VanderHeiden, Hurkman and Gerbers attended. Early in the meeting Alderperson Tetzlaff moved to approve the agenda and later to approve the Feb. 24, 2025 minutes; both motions were seconded and carried.
The council adjourned briefly to meet as the utility board, where members approved Resolution RE 2025-118 authorizing the city to file applications for financial assistance from the State of Wisconsin Environmental Improvement Fund and Resolution RE 2025-119 supporting Ordinance OR 2025-103 to amend the sewer-user-fee code provision. After adjourning the utility board and returning to regular session, Alderperson Gerbers moved and Alderperson VanderHeiden seconded a motion to waive the actual reading and approve the first and second readings of Ordinance OR 2025-103 to amend Section 74-152(d)(1)(2)(a) concerning sewer-user-fee fees; the motion carried.
The council also approved Resolution RE 2025-120, which approves the preliminary plat for the Golden Meadow Estates planned unit development; Resolution RE 2025-121, a maintenance and usage agreement for Rockledge Park’s northeast field among the City of Seymour, the Seymour Community School District and the Seymour Baseball Association; and Resolution RE 2025-122 to pay city bills. All of those motions were moved, seconded and carried during the regular session.
Later in the meeting Alderperson Tetzlaff moved that the council go into closed session under Wisconsin Statute 19.85(1)(e) to deliberate or negotiate the purchase of public property and the investment of public funds; the stated items for closed discussion were the Modern Built TIF Assistance Application and the Seymour Development Group, LLC TIF Assistance Application. The motion to enter closed session was seconded by Alderperson Gerbers and carried. The council then returned to open session on a motion by Alderperson Tetzlaff, seconded by Alderperson Hurkman.
After returning to open session the council approved Resolution RE 2025-123 authorizing the City Administrator to enter into a developer’s agreement with Modern Built and Resolution RE 2025-124 authorizing a developer’s agreement with Seymour Development Group, LLC. Those authorizations were moved and seconded and the motions carried. The meeting adjourned on a motion by Alderperson Gerbers.
