Planning commission recommends approval of Circle K's illuminated-sign conditional-use permit

The City of Victoria Planning Commission voted to recommend that the City Council approve a conditional-use permit for Circle K to install illuminated canopy and wall signage at the former Holiday site at 1793 Arboretum Boulevard.

An associate planner described the proposal as typical of modern gas-station signage: two canopy signs, illuminated signs marking the car-wash entrance and exit, and principal-structure signage including a smaller totem sign. Staff explained that the digital gas-price sign has legal nonconforming status and is not part of the CUP because its dimensions and characteristics are not changing.

Commissioners raised concerns about light spill and sign operation; staff described proposed conditions used in similar recent approvals including measures to prevent light projection onto sidewalks and adjacent properties, a 30-day repair window for inoperable fixtures and a requirement that signs be off when businesses are closed. "If it becomes inoperable, it's replaced or it gets correct within 30 days," staff stated, and added that enforcement would address any violations.

The applicant did not appear at the meeting. The chair opened the public hearing, called for comment and closed the hearing after no members of the public came forward. A commissioner moved to recommend approval to the council; the motion carried by voice vote.

The commission's recommendation will go to the City Council for final action under the 60-day review window staff noted for such permits.
