Planning commission approves interim outdoor-dining permit for Vic's Bar and Grill

The City of Victoria Planning Commission voted to approve an interim use permit allowing Vic's Bar and Grill to use four on-street parking spaces for seasonal outdoor dining.
Community and Economic Development Director Jen Brewington told the commission the program builds on the city's EatStreet program from the COVID-19 era and is intended to support local businesses, activate downtown and create vibrant outdoor spaces for residents and restaurants. Brewington said staff reviewed the proposed layout and the required barriers and safety measures and confirmed the installation as presented meets public-safety and ADA accessibility standards. She explained that an interim use permit (IUP) is temporary, expires each year and must be reviewed and renewed to allow staff and the council to address any concerns in future seasons.
The applicant for the request was not present at the meeting. The chair opened the public hearing, called for public comment and, after no members of the public spoke, closed the hearing. Commissioners discussed whether repeated approvals of IUPs should prompt broader policy review; Brewington said the council had previously been supportive and that the planning commission's role is to review each submittal for compliance and conditions, with a separate recommendation possible to council for cumulative policy review.
A commissioner moved to approve the interim use permit; another seconded and the motion carried by voice vote.
The permit will remain temporary and subject to annual review; staff noted that the council had previously permitted similar arrangements and that the city can attach conditions to minimize impacts on surrounding properties.
