Sanbornton CIP Committee to compile department data for potential impact-fee ordinance; Planning Board to propose any ordinance

On March 30, 2026, the Sanbornton Capital Improvements Program Committee agreed to compile department data to support development of a potential impact-fee ordinance and to deliver that research to the Planning Board for any formal proposal.
Selectman Mark Brown asked whether the Planning Board would take part in data collection; Chair Andy Sanborn replied that the CIP Committee will research and assemble the information and then deliver it to the Planning Board, and that any ordinance would be proposed by the Planning Board and require a public vote. Joe Bodwell suggested using an artificial-intelligence tool to consolidate department submissions into a single spreadsheet. Chair Sanborn said the New Hampshire Department of Transportation website offers searchable traffic counts that will be useful for the analysis.
Committee members discussed data management. Selectman Brown said he will ask the Town Administrator about creating a shared drive for storing department submissions. Chair Sanborn said the police department has already submitted material and that he will request historical call-count figures. Members agreed that all remaining departmental data should be submitted to the committee by the next meeting on April 13.
The committee also noted that the Planning Board assistant has a contact for a consultant who may assist with development of an impact-fee ordinance; no consultant was retained at the meeting and no vote or formal action to adopt an ordinance took place.
The committee adjourned at 7:32 p.m.; members will reconvene April 13 at 6:00 p.m.
