Sanbornton Conservation Commission discusses Swain easement and holds non-public session on possible purchase of development rights

The Sanbornton Conservation Commission on April 9 discussed revised language for an easement on the Swain property and met in non-public session to consider a possible purchase of development rights, but took no votes or final action.

Brad Crosby told the Commission the easement language for the Swain parcel has been slightly changed and now requires approval by landowner Dan Swain and the U.S. Natural Resources Conservation Service (NRCS). Crosby said staff members Lindsay Rosa and Anna Boudreau will attend the next SCC meeting to brief members on outstanding details of the process.

The Commission followed that update by voting to enter non-public session under New Hampshire RSA 91-A:3, II(d), which allows discussion of acquisition or lease of real property when public discussion could benefit parties adverse to the community. Selectmen Representative Brandon Deacon made the motion to enter non-public; the roll call recorded yes votes from Brian LaRoche, Brandon Deacon, Brad Crosby, Bob Silvia, Dave Perry, Paul Stevens and Stephania Surowiec. Ray Masse and Chris Fontenot were present during the non-public as alternates. The Commission entered non-public at 8:50 p.m. and ended that session at 9:44 p.m. on a motion by Brad Crosby and a second by Bob Silvia. No votes or final decisions on purchase or easement terms were taken during the non-public session.

Commissioners did not adopt any new funding commitments or formal easement instruments at the meeting. Members also noted the procedural next steps: staff and invited parties are expected to return with additional documentation and clarifications at a future meeting before any formal action is taken.

The Commission approved its March 12 minutes earlier in the evening and adjourned at 9:45 p.m.; the next meeting is scheduled for May 14, 2026.
