Mr. Nininger of the county IT department walked the court through the non‑departmental IT budget, separating telephone services from fiber and internet so the county would not be locked to a single vendor.
He said phone‑system quotes range from about $3,500 to $7,000 per month and that he used the higher figure in preliminary budget calculations until a procurement decision is made. “I have quotes from $3,500 a month to $7,000 a month,” he told the court, adding the $7,000 line was a placeholder that would fall once a vendor is chosen.
Nininger identified $57,000 as the amount for fiber‑optic cabling and internet service for the county and noted copier per‑click fees and website‑hosting costs were drivers elsewhere in the non‑departmental budget. He said copier fees are projected to rise to about $70,000 next year from roughly $46,000 currently; website hosting was cited at about $15.50 annually in the packet, and Kemp Industries was named as the UPS/dispatch maintenance vendor.
On software, Nininger said invoices from Tyler Technologies showed roughly a 5% annual increase, which he again carried into the budget. He proposed a $200 monthly travel stipend for IT employees who move between county buildings and a $40 monthly cell allowance for each staffer who consumes data while working remotely around the county; he estimated the anticipated annual cost for the extra stipends at about $4,800.
The court asked a few clarifying questions about leasing versus purchasing copiers and about timing for phone‑system procurement. Nininger said he would coordinate with the auditor on leasing questions and that some equipment requests might be brought forward if money becomes available before next fiscal year.
