Manasquan Board approves replacement contract for Superintendent, adopts AI policy and signs multiple construction pay applications

The Manasquan Board of Education on Aug. 19, 2025 approved a replacement employment agreement for Superintendent Robert Goodall that runs from July 1, 2025 through June 30, 2030, adopted a new district policy on acceptable use of generative artificial intelligence and approved multiple construction pay applications and routine contracts.
The action approving the superintendent’s replacement employment agreement was included among Manasquan/Sending District Items #26–#60 and was adopted by roll call vote (Ayes 12; Nays 0; Abstain 0). The board also voted to accept the Superintendent’s Report (Ayes 12) and to approve Manasquan General Items #15–#25 (Ayes 9).
Assistant Superintendent Jesse Place provided a brief update on two policy items that were presented for second reading: P5701 (Academic Integrity, revised) and P2365 (Acceptable Use of Generative Artificial Intelligence). The board approved the adoption/amendment of those policies as part of the consent approvals on the agenda.
Dr. Pete Crawley, the district’s Business Administrator/Board Secretary, certified that no budgetary line item had been overexpended and that sufficient funds are available for the remainder of the fiscal year, citing N.J.A.C. 6A:23A-16.10(c)3. The board approved financial reports, purchase orders and confirmations of bills; the items recommended that district taxes of $3,021,549 be requested from Manasquan Borough Council to meet obligations over the next eight weeks.
The board approved several construction and renovation pay applications and a change order tied to ongoing projects funded by a 2023 bond and the Energy Savings Improvement Program. Notable approvals included Pay Application #2 to Performance Mechanical Corp. for the elementary school boiler replacement ($215,745.00), Pay Application #11 to H&S Construction ($137,376.42), Pay Application #10 to Honeywell ($123,403.67), a separate Honeywell Pay Application #11 ($110,396.65), and Tokarski & Millemann Change Order #2 ($4,350). The board also authorized the School Business Administrator to execute 2025–26 contracts including insurance renewals and other procurements.
Other approved items included a Shared Services Agreement with the Brielle Board of Education for a school library media specialist (Sept. 1, 2025–June 30, 2026), a Use Agreement (No. 25125) with the State Department of Military and Veterans Affairs for use of the Sea Girt Armory for sports ($6,669.17), the appointment of Dr. Alexis Oram of Aurora Consultants, LLC to serve as District Physician ($6,000 for 2025–26), and the purchase of two 2026 Chevrolet Silverado 3500 trucks via a cooperative contract (listed amounts: $71,125.40 and $71,975.40).
Superintendent Goodall reported enrollment figures as of Aug. 12, 2025 (Manasquan High School: 868 students; Manasquan Elementary School: 463 students) and noted the district met required safety drill reporting for July. The board reviewed and approved district and superintendent goals for 2025–26, which include outreach to bolster the International Baccalaureate program at the high school, attendance initiatives aimed at reducing chronic absenteeism to below 10 percent, completion and closeout plans for construction and energy projects, and a classroom-by-classroom instructional technology audit.
The board entered executive session at 7:11 p.m. to discuss personnel matters and reconvened at 7:26 p.m. After reconvening the board approved Personnel Item #64 (elementary school personnel) by roll call (Ayes 9) and Manasquan/Sending District Personnel Item #65 (high school personnel) by roll call (Ayes 12). The meeting adjourned at 7:27 p.m.
What happens next: items approved as part of the consent agenda will be executed by district administration; personnel actions approved after executive session take effect according to the terms stated in the respective personnel documents.
