River Ridge CDD appoints Keith Merrill to vacant board seat; elects officers

The River Ridge Community Development District appointed longtime resident Keith Merrill to fill the vacant Seat 1 and adopted Resolution 2025-01 electing officers; the board also reviewed ethics and Sunshine Law obligations after the Oath of Office.
The River Ridge Community Development District on Oct. 22 unanimously appointed Keith Merrill to fill the unexpired Seat 1 through November 2026 and immediately administered his Oath of Office.
Chair Bob Schultz nominated Merrill; the motion to appoint him was made by Mr. Schultz and seconded by Assistant Secretary Robert Twombly and carried with all in favor. Mrs. Adams, a notary, administered the oath and then, with District Counsel Tony Pires, reviewed required ethics training, Form 1 and Form 8B disclosure requirements, the Sunshine Amendment and the Code of Ethics for Public Officers and Employees, and the rules for public records and use of CDD email.
The board also adopted Resolution 2025-01 to elect and remove officers. Mr. Kurt Blumenthal nominated the slate: Bob Schultz as Chair, Terry Mountford as Vice Chair, Kurt Blumenthal and Robert Twombly as Assistant Secretaries, and Keith Merrill as Assistant Secretary; the Resolution also removed James Gilman from the Board. The motion to adopt the Resolution was made by Mr. Blumenthal, seconded by Mr. Mountford, and approved unanimously.
The appointment and officer elections are effective immediately. Staff confirmed the district will provide information on required ethics training and filing deadlines; Mrs. Adams noted the statutory requirement for Oath-of-Office administration and a $10 fee for filing in some circumstances. The board scheduled administration of additional Oaths at its November meeting.
