CIP chair seeks PlanIt demo for capital planning; board discusses impact-fee research

CIP Chair Andy Sanborn described research into PlanIt, a capital-planning software that would streamline requests from department heads and allow easier analysis of capital reserve funds. Sanborn said PlanIt would not interface with the town's BS&A finance software but would provide auditable forecasting.
Selectman Brandon Deacon asked the town administrator to check whether BS&A offers a comparable forecasting module and raised a procedural question about whether the Capital Improvements Program (CIP) Committee should report to the Planning Board rather than the Selectboard; he asked whether that change could be made without a town vote. Sanborn and the board agreed to schedule a PlanIt demonstration.
The Selectboard noted research on impact fees will ultimately need Planning Board action to place proposals before voters, but agreed the source of initial research (CIP committee or other) is flexible as long as findings are forwarded to the Planning Board for any ballot action.
