Shelbyville council updates on riverwalk project, authorizes land talks for Fire Hall No. 4 and approves contracts, sign lighting and appointments

City Manager Scott Collins updated the Shelbyville City Council on July 7 that a BUILD grant application was denied but staff will receive scoring feedback and that right-of-way and utility-certification materials for the riverwalk/river-overlook project are under Tennessee Department of Transportation review.
The council also approved multiple business items: authorization to negotiate for purchase of 4.2 acres from the Bedford County Department of Education for Fire Hall No. 4; an amendment to TLM Associates Inc.'s contract for design of Fire Hall No. 4 in the amount of $232,491.36; and authorization for the city manager to add lighting to the Riverview District sign for up to $10,000 (contingent on the grant covering 75% of the cost). The council approved the motions by roll call votes recorded in the meeting.
Appointments and procedural items included confirmation of Megan Trott to a three-year term on the library board, approval of Dr. James Harrison Clark to a five-year airport-authority term, and appointments to the Certified Tennessee Downtown Steering Committee. A separate resolution to approve purchase of the US Bank building on the public square was deferred one month to allow additional information to be gathered.
Details and funding: the Riverview District arch bid award was announced at $26,800 with a 75% grant/25% local match (local match $6,700) and the lighting add-on was estimated at about $10,000 (state share ~$7,500 if grant covers 75%, leaving roughly $2,500 local cost). The airport-authority appointment and downtown committee appointments were approved by council; the US Bank building purchase resolution was deferred pending more information.
Next steps: staff will pursue negotiation steps for the Fire Hall parcel, execute contract amendment steps with architects as approved, and return with additional material on the US Bank building purchase at the next meeting.
