Public works plans cemetery road resurfacing; parks seek trail resurfacing and shade shelter

Public Works Director Matt Goodale proposed re‑sealcoating the roads inside the cemetery that need resurfacing and replacing trees removed in recent years with lower‑maintenance shade trees. Goodale said water and sewer funds are expected to rise due to utility costs for the new sewer plant, the addition of a deputy clerk position and higher salaries.
Parks & Recreation Director Erin Laughlin, who took the position in 2024, described operational savings achieved to date (including eliminating extra phone lines) and said staff increased youth sports fees to make programs self‑sustaining. Laughlin proposed increasing funding for training and certification, cost‑sharing a new mower with Public Works, constructing a shade structure at Cubby Park, installing a bike repair station on the Hoover Trail and resurfacing sections of the Hoover Trail.
Council did not take votes on these proposals during the work session; staff will incorporate department requests into the broader budget process.
