Committee questions $864,000 wastewater equipment purchase; one member opposes closing file

The committee examined a fund-transfer report that funded several equipment purchases for Environmental Management's wastewater division, probing whether the money should instead pay for facility repairs.
Councilmember Huestis asked Robin Baumann, Business Manager for Environmental Management, for a cost breakdown of a combined purchase totaling $864,000. Baumann said the pre-engineered storage building had an estimated cost of $120,000 but the purchase was held pending design work; the roll-off truck was about $350,000; six portable light towers totaled $264,000; and the excavator with hammer was $130,000. "The roll off truck was about 350,000... the light towers, 6 of them total 264,000... and the excavator was 130,000," Baumann said.
Members pressed whether the county should prioritize repairs to existing facilities rather than buying new equipment. Baumann said the equipment supports repair and emergency-response work and that she would pass concerns to the director for consideration. After discussion, the committee voted to close the file on Communication 23.38; the clerk recorded eight ayes and one no, with Councilmember Houston voting in opposition to closing the file.
The committee asked Environmental Management to coordinate with the finance director and to be prepared to explain the relationship between equipment purchases and ongoing facility-repair needs if the body requests further review.
