Candace, the policy lead, described the proposed framework that would allow the county administrator to accept donations with an aggregate value of $10,000 or less, subject to conditions: donations must support lawful governmental purposes, not create ongoing costs beyond existing budgets, present no conflict of interest or appearance of impropriety, and not be conditioned on official action by the county. Candace also corrected an earlier memo draft by noting the annual (not quarterly) reporting cadence to provide a single year-end budget amendment for nonbudgeted donations.
Administration and members cited past inefficiencies, including a $50 donation earlier in the year that required multiple committee and board steps before funds could be used. Supervisor Hart and others said the $10,000 threshold may seem large but is modest relative to total county budgets and avoids unnecessary delay for small donations that benefit residents.
The committee approved the policy by voice vote; administration will update language to reflect annual reporting to the county board before forwarding the policy to the full county board.
