Committee approves staffing plan, budget amendment to meet SNAP quality-assurance requirements under Wisconsin Act 116

Marathon County's Finance and Property Committee approved a budget amendment and staffing plan to comply with new SNAP (FoodShare) quality-assurance requirements enacted federally and implemented in Wisconsin Act 116.
Krista, the social services lead for the income-maintenance consortium, told the committee the federal changes increase county responsibilities for payment-error-rate penalties and require additional quality-assurance reviews. "We must do at least 25% of our SNAP applications," Krista said, noting that in the consortium that translates to roughly 425 reviews per month as a minimum.
Krista and administration explained the positions will be funded through an addendum to the county's contract with the state and that the funding is 100% state-provided under current plans; there is no tax-levy impact for these positions at present. Krista cautioned that the state reserves the right to recover (reabate) funding if it is not used as intended.
Committee members asked about the risk to the county if state funding were reduced. Krista said if funding were removed the county would need to bring the positions to the board for levy funding consideration or eliminate the roles. The amendment and associated resolution to create the positions and accept the contract addendum passed on a committee voice vote.
