North Castle board schedules May 27 hearing, approves contracts, appointments and fee cut for events

The North Castle Town Board on May 13 received a memo from Police Chief Reagan Huffnagle proposing amendments to Town Code Chapter 325 that would change direction of travel on parts of William and McClure streets and adjust parking rules on several blocks and scheduled a public hearing for May 27, 2026.
The board also voted unanimously on a package of routine actions: receiving a correspondence from Mike Ferrari (04/30/2026) and tabling a related item; authorizing the supervisor to sign a Westchester County Department of Health certificate for summer‑camp applications; issuing a request for proposals for auditing services; establishing a five‑year wetland mitigation monitoring bond for the Shapiro Residence project; approving final payment to AquaWorks Inc. for the School Street water main extension with a one‑year guarantee bond; reducing a construction performance bond for Rolling Hills Subdivision; adopting a resolution to accept voluntary animal shelter contributions under New York State Agriculture and Markets Law §109; and reducing the special event application fee from $250 to $50.
On personnel matters, the board approved the probationary appointment of Dylan Ruckstahl as recreation supervisor effective May 26, 2026, and accepted the resignation of Joseph Liberardi, parks groundskeeper, effective May 15, 2026. The board reappointed Susan Geffen to the Landmark Preservation Committee for a three‑year term ending May 13, 2029.
Board members authorized the supervisor to sign agreements for highway materials and services (asphalt, milling and disposal, concrete, guardrails, pavement markings, streetlight maintenance) and confirmed renewal of a five‑year land‑use permit with the New York City Department of Environmental Protection for the Old Route 22 parking lot. During discussion of the DEP permit, members and staff debated whether to pursue a mid‑block crosswalk to improve pedestrian access; staff said an engineering sight‑line study, potential ADA ramp modifications and a small construction estimate would be needed, and that grant funding had been sought.
All motions noted above carried with the board voting in favor from members present; no ordinances were adopted at this meeting that evening beyond the resolution to accept shelter contributions and the fee schedule modification. The board adjourned after liaison updates and community announcements, including rollout plans for a Blue Envelope program for drivers with special needs and 250th‑anniversary bunting and banner displays.
