Wilkes County Board approves personnel moves, multiple contracts and budget adjustments

The Wilkes County Board of Education on Sept. 8, 2025, approved a package of personnel actions, contracts and budget amendments during its regular meeting in North Wilkesboro.
The board approved the Personnel Report, which included retirements, transfers and promotions. The report listed the retirement of teacher Kelly Byrd‑Johnson effective Nov. 1, 2025, and administrative moves including Korrie‑Lee Wood to principal of Roaring River Elementary. Mrs. Joan Caudill moved to approve the Personnel Report; Mrs. Jammie Jolly seconded and the motion carried.
On contracts, the board approved agreements for school‑based mental health services with Jodi Province Counseling, PLLC; CareNet of Wilkes, Inc.; and The Stepping Stones Group for the 2025–26 school year. The contracts fund licensed therapists to provide on‑campus mental and behavioral health services; parents or guardians may request services for their children.
The board also approved an Exceptional Children’s service agreement with New Castle Speech Services for 2025–26; the agreement is pending final legal review. Dr. Donna Cotton moved to approve the agreement; Mrs. Joan Caudill seconded and the motion carried.
The board approved a three‑year IXL contract to support elementary reading and mathematics for participating schools. The total cost for the contract is $164,494.50; participating elementary schools will fund their portion. "IXL adapts to student needs, providing comprehensive support with recommendations for students at each level," the board packet states. Dr. Donna Cotton moved for approval; Mrs. Jammie Jolly seconded and the motion carried.
For facilities, the board awarded the Phase I roofing contract for West Wilkes High School’s media building and star lobby to Martin Roofing, the apparent low bidder, with a base bid of $319,000. Ten bidders submitted proposals that were opened publicly by Wolf Trail Engineering.
The board authorized disposal of designated surplus items using the private negotiation sale method under General Statute 160A‑266; items will be advertised locally and offers accepted over a 10‑day period. The board also approved budget amendments for FY 2024–25, including moving $175,000 from the 6000 series to the 5000 series in the Current Expense Fund, moving $400,000 in the Current Expense Special Use Fund from the 6000 to the 5000 series, and increasing the Current Expense Special Use Fund by $412,000.
Several student out‑of‑county and overnight trips were approved, including the North Wilkes High School marching band trip to Conway, S.C., on Oct. 4, 2025. The August 4, 2025 minutes were approved as presented.
The board entered closed session at 6:22 PM under N.C.G.S. 143‑318.11(a)(6) to discuss personnel matters and returned to open session at 7:30 PM. The meeting adjourned at 7:31 PM.
