Adam, planning staff, told the board the application had been sent back to the conservation board and that the conservation board returned a letter recommending approval and noted the mitigation plan exceeded the required 2:1 ratio. He also said the State Historic Preservation Office (SHPO) responded that the project would have no potential impact on the African‑American historic cemetery across the street.
Jane, representing the conservation board, told the board the mitigation plan was acceptable and that the board had reviewed the full mitigation proposal. After brief questions from members, the Chair moved to close the public hearing and then moved to approve the draft resolution authorizing the wetlands permit; the motion was seconded and approved by voice vote.
The board recorded that the applicant’s plans remained unchanged since the prior session and that a previously missing page from the town engineer’s draft resolution — which contained conditions the applicant had addressed — is now included in the record. The board did not identify additional engineering changes at the meeting.
Next steps recorded by staff were to finalize the signed resolution and allow the applicant to proceed to the next administrative stage of permitting. The board did not place additional conditions beyond those already in the revised draft resolution.
