An attorney for Libbo Corporation presented a preliminary special-use permit application Wednesday for a membership-only cigar lounge proposed at 911 North Broadway (two commercial units in the Sir John's shopping plaza).
James Monteleone described the plan as a low-intensity, members-and-guests facility with lounge seating, limited food and beverage service, soft background music and no live entertainment. "At this time... membership is required," Monteleone said, adding that state tobacco licensing would be pursued through the normal channels.
Board members asked about parking needs, maximum membership caps and how occupancy would be governed by building code and fire-safety limits. The applicant said exact membership numbers and the maximum permitted occupancy would be defined during the planning-board review and set by the building and fire-code calculations.
The board voted to receive the application, refer it to the town and county planning boards for review, and set a public hearing for May 27, 2026. Members noted that county review results might require republishing and a later hearing date if necessary.
