Park Ridge City Council introduced and passed on first reading Ordinance 2026-008, approving additional appropriations to repair the city’s Booster 3 water tank and scheduling a public hearing for March 24, 2026.
Mayor Michagemann asked for a motion to pass the ordinance on first reading “and it'll be published in full in the Bergen Record with notice of public hearing to be held on 03/24/2026,” and the measure was moved, seconded and approved by roll call. Council member Goldsmith was recorded as absent during the votes.
The ordinance was described by the mayor as an amendment to Ordinance 2025-011 to appropriate additional funds for the Booster 3 tank: $230,000 from the borough and $235,000 from the water utility capital fund. The clerk read the ordinance title aloud before the council voted. Mayor Michagemann asked that Connie, the city’s CFO, provide a brief description of the ordinance; no explanation by the CFO appears in the transcript.
The council voted twice on procedural steps required for the ordinance: first to introduce the ordinance on first reading and then to pass it on first reading by title. In the first roll call the clerk recorded Council members Mintz, Hoffman, Fenwick and Metztor and Council President Cozzi voting yes and Council member Goldsmith absent. In the subsequent roll call on passage by title the transcript records Council members Newman, Hoffman, Fenwick and Metztor and Council President Cozzi voting yes and Council member Goldsmith absent. The clerk announced that each motion carried.
Council members also approved the consent agenda and a set of minutes (work closed session minutes dated Feb. 10, 2026, and work closed public session minutes dated Feb. 24, 2026). A council member stated that they would abstain from the Feb. 24 closed-session minutes; otherwise the approvals carried.
The mayor noted the body had met for a lengthy work session earlier and then accepted a motion to adjourn; the meeting concluded after roughly four minutes of the public session.
What happens next: Ordinance 2026-008 will be published in full in the Bergen Record and is scheduled for a public hearing on March 24, 2026, at which members of the public may comment before the council considers further readings or final adoption.
