Council introduces multiple affordable-housing ordinances as part of Fair Share settlement

The Park Ridge Borough Council introduced a package of zoning and code changes aimed at implementing obligations under a Fair Share housing settlement.
Borough counsel described Ordinance 2026-004 as establishing a mandatory affordable-housing set-aside requiring that any development of five or more units include 20% affordable units: "This mandates that any development of 5 or more units have a 20% set aside of affordable units," the attorney said. The council also introduced Ordinance 2026-005 to increase density in the affordable-housing zone from 12 to 19 units per acre and Ordinance 2026-006 to repeal and replace Chapter 39 (affordable housing) to align local code with updated UHAC administrative regulations. A separate ordinance (2026-007) was introduced to update development fees consistent with administrative-code changes.
All ordinances were introduced on first reading by vote and will be published in full with public hearings scheduled for 02/24/2026. Council members noted these measures flow from the borough’s settlement with Fair Share Housing and were presented as necessary to implement the agreement.
The council did not debate substantive changes at length in the meeting; borough attorney and staff offered brief descriptions and the motions carried on roll calls recorded by the clerk. Residents or stakeholders who wish to comment may attend the scheduled public hearings on 02/24/2026.
