The Wolfeboro Planning Board approved a special-use permit March 17 allowing limited driveway impacts within the wetland buffer for Lot 14 on Winnipesaukee Drive, subject to multiple conditions intended to limit runoff and protect adjacent properties.
Daniel Coons presented the application and said the lot predates regulations enacted in 2008 and that he re-located the driveway to minimize wetland impacts. Abutter Sean Silva spoke during the public hearing and raised concerns about drainage and water flowing onto his property; Coons told the board the driveway will include culverts to channel flow into the stream between the properties and that the house and septic as proposed meet applicable setbacks.
The board approved the application with conditions that require: submission of final drawings as recommended by the planner; installation and maintenance of erosion control measures with repairs within 48 hours of storm-related breaches; that the wetland buffer not be impacted except as allowed by the conditional-use and DES wetlands permits; marking the wetland buffer with orange snow fence prior to onsite activity; E911 numbering approval prior to building permit application; recording the notice of decision at the Carroll County Registry of Deeds; and that approval is contingent on obtaining a DES permit. The approval notice includes instructions about appeal rights under RSA 677:15 and RSA 676:5 III. Doug Breskin moved to approve; Paul O’Brien seconded. Motion carried 7-0-0.
The board also required Wolfeboro Department of Public Works review of the culvert sizing before any work proceeds, and reminded the applicant to submit the approved Planning Board plan with the building permit application.
