Stedman auditors, grants and vehicles: board hears audit, keeps $18,000 budgeted for dump truck, discusses PARTF grant

Town Clerk Connie P. Veeder told the board that the Town's 2024–25 audit was completed Dec. 31, 2025 and submitted to the State. The audit shows the town is approximately $30,000 over budget in the Water/Sewer Fund, an improvement from a $65,000 shortfall in the prior year. The clerk said the Town Clerk’s bond was calculated on the 2023–24 budget year and must be increased to meet the current bond requirement; staff are working to increase the bond amount.
Separately, the board discussed a previously approved July 2025 plan to purchase a 2008 Peterbilt dump truck for $18,000; that sale fell through when the seller withdrew. Commissioner Wood moved to keep the $18,000 earmarked in the budget and begin a new search for a suitable replacement vehicle subject to future board approval; the motion passed unanimously.
Clerk Veeder briefed commissioners on the Parks and Recreation Trust Fund (PARTF) grant process: PARTF awards can total up to $500,000 but require a 1:1 local match, a capital project plan, and resident surveys sent before application. The preliminary PARTF application deadline noted in the packet is March 13, 2026; matching funds and project plans must be in place before a final application.
Staff updates included Meyer's Engineering items (Creekside fire flow project, possible county purchase of town well lots, coordination with Long Branch Subdivision and informal bids for sewer patchwork), a maintenance-shop heating failure with three repair quotes being sought, and application for a lost title on a Dodge Charger to proceed with vehicle sale. The board retained Commissioner Wood as mayor pro tem and assigned Commissioner Cain to Commissioner Pirro’s former department responsibilities.
Public comments at the meeting included a resident suggestion for community activities and a complaint about a neighbor’s rooster; code enforcement packet records later indicate the 178 Forte Rd rooster complaint was closed with no rooster observed at that property at the time of the report.
