Stedman board unanimously approves rezoning to allow manufactured home at 210 Hillsboro Street

The Town of Stedman Board of Commissioners voted unanimously on Jan. 8 to approve ZON-25-0047, changing the zoning of 210 Hillsboro Street from R10 Residential District to R10M Residential District to allow a manufactured home on the 0.52-acre lot.
Matthew Mottinger, Planner I with Cumberland County Planning & Inspections, presented the request on behalf of property owners Anna and William Lee and said county staff recommended approval. According to the staff report, the property currently has a single-wide manufactured home; the owners intend to remove it and replace it with a double-wide manufactured home. County staff found the rezoning “consistent with the Stedman Area Land Use Plan,” which designates the location as High Density Residential.
Commissioner Vogt moved to open the public hearing; after no substantive public opposition at the hearing, Commissioner Wood moved to close it. Commissioner Cain moved to approve ZON-25-0047; Commissioner Lee seconded. The motion passed with all members present voting yes.
Under the town and county procedures cited in the staff packet, the property owner must remove the existing structure and complete any required development review, permits and site work before installing the new manufactured home. The Cumberland County staff report notes public water and sewer availability near the site but identified that R10M zoning is the appropriate district to permit manufactured homes where single-family zoning does not.
The approval aligns with the staff recommendation that the change is compatible with nearby land uses and the town’s adopted Stedman Area Land Use Plan. No appeals or additional conditions were recorded at the Jan. 8 meeting.
The board’s action permits the property owner to proceed with the next administrative steps required by the town for replacing the unit; any building permits or inspections will be handled through normal development-review channels.
