Teresa Hildebrand of Paws of Muskingum County addressed the South Zanesville Village Council during the public comment period on March 3, urging action to address feral and free-roaming cat colonies.
Hildebrand described local efforts to manage the cat problem and recommended amending the village nuisance-conditions ordinance to better address colony management. She said the city of Zanesville has launched a program to manage cat colonies and offered that Zanesville is willing to collaborate with South Zanesville on a similar approach.
