The Farmers Branch City Council voted to award a $2,695,813 contract to Dallas Underground LLC for Phase 2 of the Webb Chapel Road water and wastewater improvements.
Deputy Public Works Director Corey Lawson described the scope: "Phase 2 is 4,200 linear feet of water main and 3,700 linear feet of sanitary sewer with 9 manholes that'll get replaced along the corridor." He said the work includes two sections of the corridor (limits described as 635 to Veronica, and Selma Lane to Valley View) and that phase 2 will be part of a larger multi‑phase program; the city previously completed Phase 1.
Lawson said staff solicited bids and received seven; Dallas Underground was judged the best responsible bidder after verifying references and prior performance. Council members pressed staff on schedule and risk of cost overruns; Lawson estimated roughly 360 calendar days for Phase 2 construction and cautioned that unforeseen conditions encountered after excavation could affect costs.
Council approved Resolution 2026‑082 to award the contract and directed staff to proceed with the award and contract execution. Elected members emphasized the importance of maintaining safe, modern water and sewer infrastructure for an aging and growing city.
Staff said construction sequencing and mobilization would follow contract award, bonding and mobilization by the contractor. The project is part of an overall bond program for multiple Webb Chapel phases that staff described as continuing through future phases.
