Selectmen review police and library budgets; approve small contracts, note insurance increase

Police Chief Patrick Zullo briefed the board on the Police Department’s 2026 needs and said a color printer with fax and scanning capability—compatible with the department’s upgraded computers—is needed immediately; Selectman Steve Dzubak asked that the department present its full 2026 budget at the Nov. 10 Selectboard meeting.
Librarian Laura Pauling presented the town library’s proposed 2026 budget and said projected expenses are in line with 2025. Pauling noted that wages will be adjusted if a cost-of-living adjustment is approved effective Jan. 1, 2026.
On correspondence and contracts, the Selectmen reviewed and signed the MS-1 tax form and directed Vice-Chair Amy Lewis to file it with the Department of Revenue Administration. The board approved an annual service contract from Yankee Generator for $790. The board was also informed that HealthTrust insurance premiums will rise 6.8% for 2026 compared with 2025.
Whit Smith told the board that the Sullivan County electrical coalition had been approved by the Public Utilities Commission and will go live in January 2026; under the program, residents may opt into the coalition while Eversource continues to provide distribution service. The Selectmen did not take immediate budget votes on the items but set dates for follow-up presentations.
