Springfield — The Board of Selectmen on Sept. 8 received status reports on eight short‑term rental (STR) applications, with zoning staff saying most remain incomplete and awaiting Planning Board Site Plan Review.
Zoning Coordinator and Health Officer Tim Bray summarized each case, saying Shannah Stone (2513 NH Route 4A) has a special exception from Oct. 2024 and was sent a customized SPR checklist; Stone has communicated intermittently and was last reported as having signaled readiness but had not followed up as of Aug. 24. Bray said David Saggese (30 Winding Wood Rd.) was given a breakdown of the SPR checklist, graph paper and instructions; Saggese told staff the site plan would be "ready for the first review shortly," but Bray recorded no further contact as of Aug. 24.
Bray told the board that the septic issue for Sindum Li and Shanli Liu (734 Stoney Brook Rd.) has been resolved and a site plan is being completed, but the plan submitted to the Planning Board did not meet SPR requirements. Jose Ossa Concha (115 Woodcrest Rd.) received a Special Exception from the ZBA on June 3, 2025, but the Planning Board voted his SPR application incomplete at a July 17 public hearing; Concha was advised to re‑submit. Andre Keplar (10 Winding Wood Rd.) paused STR activity while repairing a septic system and was instructed to have work certified by a licensed installer before proceeding with ZBA and Planning Board review.
The board noted Anthony Pavati (140 Woodcrest) is awaiting SPR submission with Clayton Davis listed as agent. Bernard and Katrina Cahill (150 Woodcrest Rd.) submitted an application on Aug. 4 with agent Sydney Whipple of Relax 3 Company; staff flagged recent media reports questioning the agent and company’s status. Tanya Prime (5 Winding Woods Rd.) has repeatedly communicated with town staff and has voluntarily kept her STR business on hold while paperwork remains outstanding.
Why it matters: Several applicants have special exceptions but cannot operate until they complete required Site Plan Review steps; unresolved paperwork and septic certification are holding up approvals. The board provided no new deadlines and took no votes on STR permits at the meeting.
The Planning Board is scheduled for a collaborative work session on Sept. 15 where some of these SPR procedures and standards may be discussed; staff and applicants will need to complete outstanding requirements before public SPR hearings can proceed.
