Selectmen press property owners over unpermitted development, shoreland work

Tim Bray, Springfield’s Zoning Coordinator and Health Officer, told the Board of Selectmen on Oct. 15 that his office is following several properties with unsettled permit status and possible violations. He said two properties (Saggasse and Stone) have been granted special exceptions but need to complete permit applications, while others (Prime, Cahill, Li, Pavatti, Concha) are being monitored until owners submit the required materials or reapply under the town’s updated permitting process.
Bray reported a more serious compliance concern at the intersection of Town Farm Road and Brook Road: part of the wetlands buffer has been filled with gravel and three unpermitted structures are on-site, and signage indicates a business may be operating there. Bray said he has tried to contact the property owner with no response and will send a letter asking the owner to meet with him; he told the board that a site-plan review and a special exception would be necessary if the property is being used for business purposes. Bray also flagged construction observed within a shoreland protection area and noted that work there requires approval from the NH Department of Environmental Services.
Board members asked staff to monitor the sites and report back. Selectmen accepted Bray’s Zoning Coordinator and Health Officer Report by motion during the meeting. Bray said the Rowley short-term rental (STR) remains under review and that the Zoning Board will consider a potential revocation of conditional use at its Oct. 16 meeting.
The board did not take enforcement action at the Selectmen’s meeting beyond directing outreach and monitoring; Bray will send the owner of the Town Farm/Brook Road property a written request to meet and will invite the owner to a future Selectmen meeting if needed.
