The South Zanesville Village Council on April 7 voted unanimously to amend the village’s 2025 appropriations and to join Ohio Department of Transportation’s winter road‑salt contract, moves officials said are intended to secure supplies and funds ahead of the next winter season.
Council suspended the three‑reading rule and declared Ordinance 2025‑2 an emergency pursuant to Ohio Revised Code §731.17, then passed the ordinance to revise specific line items in the 2025 appropriation of expenditures. Ed Harlan moved to suspend the three‑reading rule; Paul Lowe seconded. Greg Gibson then moved to pass Ordinance 2025‑2; Bo Coconis seconded. The roll‑call votes were recorded as Gibson, Coconis, Nunley, Harlan, St. Clair and Lowe — all voting yes.
Council also voted to participate in the ODOT winter salt contract by passing Resolution 1129. Harlan moved to suspend the three‑reading rule for the resolution, seconded by Bo Coconis; Bo moved to pass Resolution 1129 and Greg Gibson seconded. The resolution was adopted on a unanimous roll‑call vote.
On infrastructure, the Street Department reported that bids for a new salt bin were reopened and the compliant low bid from Gingreich Construction totaled $110,537. Greg Gibson made the motion to approve the Gingreich contract, seconded by Bo Coconis; Council approved the award by roll call. Council members noted several trees near the planned salt‑bin site sit on village property and directed the Street Department to obtain competitive bids for tree removal.
Why it matters: adopting the appropriation changes and joining the ODOT contract lets the village move quickly to secure road‑salt and commit funds where needed, officials said. The Gingreich contract establishes the immediate construction step to house purchased salt. Council recorded no dissent; work on procurement and site preparation will proceed in the coming weeks.
