Staff reported that a May 20 compliance inspection found an occupied RV and that someone had been living in an on‑site shed, which the county said does not meet code. Randy Hynes of Public Works, Planning and Building told the board inspectors notified the occupant that living in the shed was not permitted and that a second inspection request was denied. Hynes also said the applicant had an accepted offer with a tentative closing date of Aug. 21.
Bassford disputed aspects of the inspection and described communications with county staff: "She came totally unannounced... in my window, in my underwear," Bassford told the board, and said she provided photographs and other paperwork to show she had vacated the shed. She introduced her realtor to the board and said offers had been received; her realtor later confirmed the property went into escrow the day before the meeting.
Commissioners discussed options including terminating the permit (which, under code, would start a 90‑day compliance period) or granting an extension to allow the sale to proceed. Commissioner Joe Frey moved to renew TUP‑384 until Aug. 30, 2026, "at which point no renewals will be issued," and the motion passed unanimously by those voting (6–0).
The board and staff noted the applicant would have statutory remedies under county code if the permit were terminated — including a 90‑day period to vacate if sale closing failed — and staff said they could administratively deny the permit later if the sale did not complete. The board closed the discussion by wishing the applicant luck with her escrow and reiterating that future renewals would not be granted.
