Thorp council approves pay application, advances lead service line replacements

David Walter of Short Elliott Hendrickson told the Thorp City Council that the city's Wastewater Treatment Plant is "99.4% complete," and outlined several remaining administrative and coordination steps including MDV reporting to the DNR and electrical stub-up work for internet service.
Walter said the Safe Drinking Water loan closing for 2025 Lead Service Line (LSL) Funding is scheduled for July 23, and that property owners may begin using the city's application packet to solicit bids. He also said the FY2025 Safe Drinking Water project includes 35 LSL replacements and that SEH filed the DNR Safe Water Fund loan application on June 27, 2025.
On a related action, the council approved Resolution 2025-07-01 to pay Staab Construction Corporation under Pay Application #27 for the 2023 Wastewater Treatment Plant Upgrades Project in the amount of $85,720.00. The motion (M/M/S Lawcewicz, Rosemeyer) passed 5–0.
Council then approved Resolution 2025-07-02 authorizing the issuance and sale of up to $87,500 in Taxable Private LSL Replacement Loan Program Revenue Bonds, Series 2025, and providing related covenants to enable the LSL replacement work. The motion (M/M/S Rosemeyer, Enkers) passed 5–0.
The actions taken on July 14 move the city closer to beginning LSL replacements contingent on the loan closing and property-owner participation in the bidding process. The council received no objections in the minutes and recorded unanimous votes on both resolutions.
