Thorp council splits on payment to Staab as wastewater plant nears completion

Mayor Richard Wnek presided over the June 9 Thorp City Council meeting where members debated payments tied to the 2023 Wastewater Treatment Plant upgrades project as the work nears completion.
Eric Spencer, project manager for Staab Construction Corporation, told the council that permits from the county and the DNR are required before the contractor can spread sludge and that weather had delayed that work. Jeff Nusbaum of engineering firm Short Elliott Hendrickson (SEH) said Pay Application #25 reflected work that has been completed and said the council should have due justification to withhold payment. On a motion by Alderperson Rosemeyer, seconded by Alderperson Enkers, the council voted 2–3 to deny approval of Resolution 2025-05-01 (Pay Application #25). The minutes record the motion failed; no further payment was authorized for that application.
Separately, the council approved Resolution 2025-06-01 to pay Staab Construction $51,000 for Pay Application #26. The roll call recorded Alderperson Enkers, Alderperson Einhorn and Alderperson Rosemeyer voting yes; Alderperson Abramczak and Alderperson Lawcewicz voting no. The motion passed 3–2.
The council also approved Resolution 2025-06-03, authorizing Change Order #12 for the wastewater project, and unanimously adopted the Compliance Maintenance Report (Resolution 2025-06-02). David Walter of SEH told the meeting the overall project is 98.7% complete and that punch-list items at both the north and south sites remain in progress.
The council did not set a final payment schedule in the minutes beyond the actions taken; officials noted remaining punch-list work and permit approvals related to sludge handling as outstanding items before full closeout.
