Thorp hears SEH update on wastewater work, lead-service-line funding and timelines

David Walter of Short Elliott Hendrickson updated the Thorp City Council on Aug. 11 on the city’s wastewater and drinking-water projects, including lead service line replacement funding and next steps for the 2026 street and utility reconstruction project.
Walter told the council the wastewater contractor indicated it would not submit a pay application this month and said sludge hauling had proceeded as weather allowed and was expected to finish this week if conditions remained favorable. He said Rural Development has requested the city attorney review a proposed change order that would reimburse the cost of a farm lease related to the work.
Walter also reported that loan closing for the 2025 Safe Drinking Water Lead Service Line funding is complete. That closing allows the city to submit reimbursement requests for lead-service-line replacements already completed under the RFQ process; the current Safe Drinking Water project includes 35 replacements scheduled in fiscal year 2025. Property owners can begin using the city’s application packet to obtain bids for private-side replacements.
SEH said the 2026 Street & Utility Reconstruction Project will proceed to a special assessment process and that the city filed a DNR Safe Drinking Water Fund loan application and a 2026 DNR Clean Water Fund loan application on June 27. The DNR is scheduled to publish project funding lists in December 2025; the Clean Water Fund application is on track for completion by the Sept. 25, 2025 deadline.
City officials did not set new deadlines at the meeting; SEH said the next step is for the city, the electrician and the internet provider to meet at the site to evaluate remaining work. Mayor Richard Wnek and council members did not vote on any measure related to the SEH presentation.
