RSU 23 board elects vice chair, approves STP transfer agreement, Head Start pilot and copier lease

Old Orchard Beach — The RSU 23 school board met Aug. 12 at Old Orchard Beach Town Hall and approved several routine governance and operational measures, including the election of a new vice chair and authorizations related to student programs and district equipment.
School Board Chair Gary Curtis called the meeting to order at 6:00 p.m. The board unanimously approved the July 16, 2014 minutes on a motion by Jerome Plante, seconded by Peter Flaherty. Stuart Hogan moved and Carol Marcotte seconded a nomination of Peter Flaherty for vice chair; the board voted unanimously to elect Flaherty vice chair.
The meeting covered both personnel and program matters. The board accepted letters of resignation from Ann Marie Henderson and Karen Walker. Superintendent Lloyd Crocker presented several items for board consideration, including a proposal for RSU 23 to assume operation of the STP program from the City of Saco. Tim O’Connor reviewed highlights of the STP program and said roughly 80 percent of program participants are Old Orchard Beach residents; he said transferring the program would allow the district to bill Medicaid for services as soon as October if the transition proceeds. The board approved the cooperative agreement substantially, contingent on Saco’s board voting to release the program (Saco was scheduled to vote Aug. 13) and on Saco arranging to rent the building for two years.
Crocker also reported that Head Start funding is available to return a Head Start program to Old Orchard Beach for a one-year pilot. The program would operate under a formal facilities-use agreement and RSU 23 must be listed as an additional insured on Head Start’s insurance policy; the board voted to approve the one-year arrangement provided that the insurance condition is met.
On district operations, Crocker asked the board to authorize a tax-exempt five-year lease to replace 52 copier machines (42 to be new or reconditioned), consolidate vendors and reduce per-copy costs. Chairman Curtis noted the district processed about 2.5 million copies last year and encouraged continued digital distribution to reduce printing. The board authorized Crocker to enter the lease agreement.
New hire recommendations presented for Old Orchard Beach High School included Kaitlyn Austin for physical science and Catherine Charles for French. Committee minutes were included in the board packet. No executive session was held. The meeting adjourned at 6:51 p.m.
What happens next: Saco’s board vote on Aug. 13 and the insurance confirmation for Head Start are the immediate gating items for the STP transition and the Head Start pilot, respectively.
