RSU 23 board notes Saco's delay on STP transfer, says no extra vote required

The RSU 23 Board of Directors discussed the proposed transfer of the STP program at its Sept. 9, 2014 meeting after the Saco School Board declined to approve the transfer pending clarification of the transfer language.
Peter Flaherty asked whether RSU 23 could commit to hiring the program's staff if the transfer proceeded. Chair Gary Curtis responded that the board's cost analysis already included the staff-related expenses. The minutes record that RSU 23 agreed that no additional board vote was necessary on the transfer at that meeting.
The minutes also state that, consistent with the current arrangement, any Saco student enrolled in the program by Oct. 1 will be allowed to continue in the program as long as the student's Individualized Education Program (IEP) deems it necessary. The transcript/minutes do not define the STP acronym or provide the full text of the proposed transfer agreement; the Saco School Board's objections were described only as a request for language clarification.
A revised financial report in the board packet noted that the summer school budget exceeded projections by about 6 percent; board members were advised to consider that overage when preparing next year's budget. No formal vote on the transfer was recorded during the meeting.
The board handled the item as part of routine business and did not take further action to finalize the transfer during the session. The meeting adjourned at 6:25 p.m.
