Merchantville approves police vehicle purchase, applies for recreation grant and introduces budget-cap ordinance

At its Jan. 27 caucus the Merchantville Borough Council approved several consent-agenda resolutions and introduced a budget-cap ordinance.
By consent the council approved Resolution R25-25 to purchase one 2023 Dodge Charger under state contract from Hertrich Fleet Services for an amount not to exceed $35,283 and to procure additional safety and lighting equipment and installation from Tactical Public Safety not to exceed $15,623.89; Finance Officer Denise Moules certified that funds were available. The procurement was approved as a contract award under state contract pricing.
Council also approved Resolution R25-27 authorizing an application to the New Jersey Department of Community Affairs Local Recreation Improvement Grant for approximately $125,000 to purchase and install accessible, inclusive playground equipment in Wellwood Park and authorized execution of any resulting grant agreement and related expenditure of funds upon receipt of a fully executed agreement from the Department.
Separately, on a motion by Andrew McLoone and second by Ray Woods, council approved the use of a borough facility for a music festival. On the motion of Anthony Perno and second of Ray Woods, council introduced Ordinance 2025-01, a model ordinance to exceed the municipal budget appropriation limits and to establish a cap bank under N.J.S.A. 40A:4-45.14; the ordinance text notes that a 1.0% increase would amount to $48,636.05 in excess and that a 3.5% increase would amount to $170,226.17, and instructs filing of the ordinance with the Division of Local Government Services. The ordinance text also includes filing and adoption procedures; the printed ordinance record indicates adoption on Feb. 24, 2025.
