RSU 23 board elects officers, approves new hire and authorizes facilities talks

At its Dec. 17, 2014 meeting in Old Orchard Beach, the RSU 23 board unanimously elected Carol Marcotte chair and Jerome Plante vice-chair, approved the hiring of Kara DeCato as a Loranger Middle School guidance counselor, and authorized superintendent-led consultations with architects about possible construction work.
RSU 23 Superintendent Lloyd Crocker called the school board to order at 6:07 p.m. on Dec. 17, 2014 at Old Orchard Beach Town Hall and the board unanimously elected Carol Marcotte as chair and Jerome Plante as vice-chair. Jerome Plante nominated Marcotte with Michelle Violette seconding; Stuart Hogan nominated Plante for vice-chair with Violette again seconding.
The board approved the minutes from its Nov. 12, 2014 meeting on a motion by Peter Flaherty, seconded by Jerome Plante. The board also accepted the nomination of Kara DeCato as Guidance Counselor at Loranger Middle School; Stuart Hogan moved the appointment, Jerome Plante seconded and the motion passed unanimously.
Superintendent Lloyd Crocker told the board he had met with Scott Brown of the Maine Department of Education regarding school construction. Crocker said the state application pool has been closed since 2010 but is expected to reopen in July 2016 and that the Department evaluates needs for health and safety, overcrowding and programming. The board unanimously authorized Superintendent Crocker and board member Peter Flaherty to meet with Oak Point Associates to begin preliminary discussions with architects, on a motion by Jerome Plante and seconded by Michelle Violette.
Crocker also said a 2015–2016 budget development schedule will be posted on the district website and that he will coordinate with district staff about the budget vote and validation timeline. He summarized takeaways from a Dec. 3 Teacher Effectiveness conference hosted by the Southern Maine Partnership, highlighting a need for increased assessment literacy, emphasis on classroom-based assessments over standardized tests, and use of pre/post-test data with the Marshall Rubric to measure student growth.
The meeting closed without an executive session. Peter Flaherty moved to adjourn at 7:04 p.m.; Stuart Hogan seconded and the board voted unanimously to adjourn.
